From this to this using Photoshop CS3 (you can use the other versions of photoshop as well)

1. First you will need a base. Mine is this promotional from Annasophia-Robb.org. Resize and crop your image to 100x100.

2. Duplicate your base and set it to Screen 18%

3. Now create a new Selective Color Layer (Layer>>New Adjustment Layer>>Selective Color) and set to:
REDS
Cyan: -100
Magenta: 12
Yellow: 100
Black: 0

YELLOWS
Cyan: -76
Magenta: 0
Yellow: -26
Black: 0

GREENS
Cyan: 0
Magenta: 0
Yellow: 0
Black: -45

NEUTRALS
Cyan: 15
Magenta: -15
Yellow: -27
Black: -12

4. Create another Selective Color Layer (Layer>>New Adjustment Layer>>Selective Color) and set to:
REDS
Cyan: 0
Magenta: -30
Yellow: -23
Black: 0

YELLOWS
Cyan: -15
Magenta: -40
Yellow: -30
Black: -24

GREENS
Cyan: 100
Magenta: 0
Yellow: 0
Black: 0

NEUTRALS
Cyan: 34
Magenta: 0
Yellow: -23
Black: 0

5. Merge all layers (Ctrl+Alt+E or go to Layer>>Merge Visible)

6. Sharpen the image (Filter>>Sharpen>>Sharpen).

And that's it! You should end up with something like this (but it will deppend of the image you chose):
